Eternal Mangekyo Sharingan allows the user to see through and copy any jutsu at all, with eternal mangekyo Sharingan, your eyes turn Mangekyo Sharingan, permamently. But, in order to gain Mangekyo Sharingan you must be able to perform Mangekyo Sharingan and you must surgicaly remove another Uchiha's eyes and put them as your eyes. These eyes are no longer prone to blindness.
